Wilf Hanni runs in Vancouver-Fairview

Posted August 26, 2008 by Sacha Peter - Link
Category: By-Election, Other Parties Comments (17)

One more combatant to the Vancouver-Fairview by-election is BC Conservative party leader Wilf Hanni, who announced a few days ago that he is planning to run in the by-election.

This is a rather interesting development, as the BC Conservative party is to the BC Liberal party as the Green party is to the NDP – with slim chances of taking seats, but seen as “taking votes away” from their ideologically closest party.

This is not the first time that a minor party leader has run in a by-election – Adriane Carr, former leader of the BC Green Party, ran in the 2004 Surrey-Panorama Ridge by-election, gathering 8.4% of the vote, slightly worse than the 8.8% the Green candidate performed in 2001. Note that the 2001 election results are not directly compatible due to the nature of that election.

My initial ballpark estimate is if Wilf Hanni receives more than 3-4% of the vote, there is good reason for the BC Liberals to be concerned in the May 2009 election due to potential vote splitting. It is more unlikely for a BC Conservative voter to swing to the NDP than it is for a Green party voter to swing to the BC Liberals.

Federally, Vancouver-Fairview is not situated in traditionally Conservative territory – it is the southern chunk of Vancouver Centre, plus a bit of Vancouver Quadra, Vancouver Kingsway and a small slice of Vancouver East. All of the polls (except one just south of Vanier Park) did not have a majority (federal) Conservative vote in the 2006 federal election.

Interesting development. Yes the Conservatives will draw votes away from the Liberals. In the 2005 election, the Tories ran 2(?) candidates in Shuswap and Okanagan Vernon and received ~10% and 12% respectively, albeit these are relatively small “c” conservative areas.

The last time that the Tories had any real presence in BC was almost thirty years ago under the leadership of Vic Stephens when they won ~5% of the provincial vote with 37 candidates in 57 ridings and cost the Socreds a few ridings during the 1979 election. But they only garnered 2% – 3% in the urban/city Vancouver/Victoria ridings.

Methinks that the PC’s strength is in more sub-urban rural ridings while the Green’s strength lies more in urban/city ridings, generally speaking.

Yet even 2%-3% for the PC’s Hanni could impact upon the Liberals.

I also notice that Marc Emery, “the Prince of Pot” has thrown his hat into the ring for Vancouver Fairview MLA (and Vancouver mayoral candidate) for the Marijuana Party???.

    http://cannabisculture.com/articles/5254.html

While the Greens have not yet nominated their candidate, Emery also states that:

“…. Green Party leader Jane Sterk [is] also running in the riding”

Thanks again for an excellent comment. The Emery article must have slipped through my net, it’s dated August 4th.

I also agree with the rural/urban spheres of influences between the two minor parties.

What remains to be seen is whether the BC Liberals will do their nomination quickly as my “guess date” of a late September by-election means that the actual announcement will be in early September.

    From the Times Colonist:

“… the B.C. Conservative Party exploded the other day in a huge argument about who’s the leader.

Party “Leader” Wilf Hanni, who had a brief but colourful career with the B.C. Reform Party in the 1990s, has been quietly marking time with the tiny outfit for a few years.

But last month a renegade band of about 40 souls led by Al Clarke stormed into Vernon and voted to depose Hanni. Not only depose him, but banish him.

Not so fast, said Hanni this week. If I’ve been deposed, how come the party website still lists me as “Leader”?

Because it’s a pirate site, says new “Leader” Clarke.

Clarke said Hanni hijacked the party and has committed hundreds of dastardly offences against the party’s constitution.

Oh yeah? said Hanni. Well new “Leader” Clarke isn’t even a member.

Am so, said Clarke. And it’s Hanni who isn’t a member. Hanni has apparently been expelled for life, although he disputes that vigorously.”

Wilfred Hanni who believes he is a member of the BC Conservative party, has had his membership revoked for life.
Mr Hanni was in fully aware that the party was registered under the Societies act and at times when it was convenient used the act.
Mr Hanni and the ex party President Wayne McGrath conspired to manipulate the June 7th 2008 party AGM, making it impossable for the full membership to attent.(taking away the right of a member to attend)
Mr Hanni changed the rules as to the election of the board, so as to remove any member who would and had contested his violations of the parties constitution and bylaws and the societies act.
Mr McGrath as chair allowed Mr Hanni to proceed, and overruled any protest made by members.
Both Hanni and McGrath were in violation of the C&B and the societies act.
This was not the first time that Hanni and McGrath had violated the rules.
Mr McGrath made false statements to Elections BC, to deregister a CA.
Party members called a meeting under the societies act rules, and the board of directors (in the Hanni fixed election ) were removed, and Mr hanni had his membership revoked.
For conveniance Mr Hanni refuses to recognize that the party and its members must follow the societies act.
One other problem that has arisen is the interferance of the office of Elections BC, in the internal administration of the party.
I am certian that every policical party has had the same quote from Election BC officials That “Elections BC cannot interfere with the internal administration of a political party.
The question is why are they doing it now?
The message to all your readers is simply that MR Hanni is NOT the Leader of the BC Conservative party and is Not a member of the Party.
Elections BC has no right to place a NONE official candidate on the ballot.
The legal board of directors have NOT approved Wilf Hanni or Ian McLeod to run in this BY-Election, and neither are members of the BC Conservative Party.

Why is it that a group of people seem to try and derail the BC Conservative Party every election year. Barry Chilton and his group did this in 2004 against Chris Delaney when Barry initially supported merging BC Unity with the BC Conservative Party and now again in 2008/09 the same group wants to tank the BC Conservative Party again.

Is someone in Barry’s breakaway group on the BC Liberal payroll? A rising BC Conservative Party is Gordon Campbell’s worst nightmare. Of course they don’t want the natural provincial wing of the Federal Conservatives taking root.

  6. Alan Clarke, President British Columbia Conservative Party commented -
    (October 18, 2008 @ 00:51):

To the “unnamed True Conservative”. A true Conservative adheres to the rule of law and governing statutes. Lets set the facts and record straight. In 2004 the general membership of the British Columbia Conservative Party, excercised their Democratic Rights and voted not to merge with Chris Delaney and the BC Conservative Party. Chris Delaney is currently a member in good standing with the British Columbia Conservative Party. In 1991, after the demise of the Social Credit, the British Columbia Conservative Party was reborn, under its present day Registered Constitution & Bylaws S-49888.
The Party operated very functionally under these bylaws from 1991 thru to 2004.At the September 24, 2005
AGM David Evans, Wilf Hanni, Wayne McGrath and Ryan Warawa highjacked the Party’s Constitution & Bylaws S-49888 and illegally introduced and distributed their version of an illegal Constitution designed to remove the Party’s Leader, a man of great integrity and honesty Mr. Barry Chilton. On November 3, 2005 Ryan Warawa, Wilf Hanni and Wayne McGrath’s group registered the original Constitution & Bylaws sited as S-49888, so they could appoint Wilf Hanni as interim Leader. At meetings in Kamloops and an AGM in Kelowna 2006, they again abandoned the Party’s Registered Constitution S-49888, and imposed their own illegal Constitution on the Membership. These Acts of Skullduggery and Society Breaches have continued till present day, under the Hanni, Warawa, Picard and McGrath regime. What a waste of time and money! Its destroyed the Party and Membership is nil. The bottom line is that, the last meeting convened under order, of the Registered Certified Constitution and Bylaws, was on August 10, 2008 in Vernon were a new 20 member Board of Directors was elected by what’s left of the BCCP Membership. The new Board has also received legal opinion, that Barry Chilton is still legally the Leader of the Party. We as the new BC CONSERVATIVE PARTY, BOARD have taken steps to protect the membership and re-build the Party. We have frozen the Hanni groups bank account, filed a complaint with the R.C.M.P. and are seeking Judgement B.C. Supreme Court S-087028 to protect the integrity of our members and membership dues. As far as moving the Party ahead, we have under construction a new Electoral Platform 2009 Website: http://www.bcconservativeparty.com, new bank, membership tracking card system and forms, new Election 2009 Brochures, and Party Headquarters. The NEW Board of the British Columbia Conservative Party, has also secured a facility for a Spring 2009 Leadership Convention. I Alan Clarke joined the Party in February, 2006 and took out a 10 year membership. And as sure as God made little green apples, the job is going to get done. We will be a force in 2009, and this Party will be fully functional and credable I guarantee it.

    Alan D. Clarke BCCP President

  7. Barry E Chilton commented -
    (October 18, 2008 @ 08:50):

    Dear true conservative (alleged)
If you are such a person, why do you not give your name to your writing.
As you can plainly see conservatives do.
The group of people you refere to, have been the backbone of the BC Conservative party for the last 30 years +.
The Board of directors that were removed (for violation of the members rights)came from the Reform Party, Unity Party, and the Liberal Party.
so who do you think is the breakaway group!
The members joining the BCCP from other parties all agreed to follow the doctrine of the BCCP, but did not keep to their word, hence the internal problems.
Mr Hanni has admitted that he intended to replace conservative policies with defunked reform party policies as his vision of re-establishing the reform party (note the reform party Mr. Hanni belonged to is still a registered political party, so the question you may ask is, why he did not return to that party.
To straighten out the facts on the question of the merger (As I have stated before).
The merger brought to the membership of the BCCP and Unity Party by the signing of an AGREEMENT IN PRINCIPAL signed by the Leaders of both Parties.
The personal wishes of the Leaders did not come into play, and neither Leader had the power to force the membership to agree to the merger.
The merger failed because members of the BCCP could not resolve the problem of dept liability in the Unity Party

  8. Wilf Hanni commented -
    (October 19, 2008 @ 22:16):

Mr. Clarke and Mr. Chilton are not members of the BC Conservative Party. Mr. Clarke resigned from the Party last year. Mr. Chilton had his membership revoked by a unanimous vote of the Board of Directors on June 7th, 2008.

Following an unsuccessful bid to have the members of the BC Conservative Party sign a petition to force the Board of Directors to hold the Annual Genearal Meeting over again, Messrs Clarke, Chilton and a few others organized a meeting which was attended by a few dissident members of the BCCP and a number of non members. This group voted at that meeting to elect a new Board of Directors for the BCCP and to remove Wilf Hanni as the Leader of the Party.

They subsequently received a letter from the lawyer for the the BC Conservative Party advising them that they do not represent the Party, that they did not have a legal right to hold a meeting under the name of the BC Conservative Party and that all of their actions taken at that meeting are illegal and have no force. Their response was to tell the lawyer for the Party that he was fired, an action they have no legal right to take.

The lawyer for the BC Conservative Party has advised us that the Board of Directors which was elected by the membership of the party on June 7, 2008 is the legal Board of Directors of the Party and that Wilf Hanni is still the Leader of the BC Conservative Party.

Elections BC, which is the government body that overseas political parties, has accepted the advice of the lawyer for the BC Conservative Party and will not allow the dissidents to change the signing officers of the Party. The dissidents did illegally file a notice of change of officers with the BC Registrar of Companies who administer the Societies Act, but after receiveing advice from the lawyer for the BC Consrvative Party that their election was illegal, the Registrar of Companies has frozen the illegal registration, pending the outcome of a court decision in the matter. Legal papers are being filed, asking the court to agree with the lawyer for the BC Conservative Party and instruct the Registrar of Companies to re-instate the rightful Board of Directors in their records.

It should be noted that a political party does not even have to be registerd under the Societies Act because there is adequete legal oversight by Elections BC. It is Elections BC, for example, that determines who the Leader of a political party is as well as who may run as a candidate for a political party. Wilf Hanni is both the legal Leader of the the BC Conservative Party and the legal candidate for the BC Conservative Party in Vancouver – Fairview for the by-election which will be held on Oct 29, 2008. Ian McLeod is the candidate for Vancouver – Burrard. Both have been approved by the legal Board of Directors of the BC Conservative Party and accepted by Elections BC.

Messrs Clarke and Chilton, together with their small group of co-conspirators are being served with legal papers requiring them to appear as defendants in a Court of Law, at which time they will be ordered to cease and desist all claims to be the officers of the British Columbia Conservative Party and to undue all the damage they have done.

I am sure the BC Liberals are happy to see these dissident doing what they are doing, but justice will prevail. The legally elected Board of Directors and Leader of the BC Conservative Party will be recognized by a Court of Law and the Party will emerge as the only legitimate voice of the Conservative movement in British Columbia.

    Wilf Hanni
    Party Leader
    BC Conservative Party.

As for Chris Delaney, you brought up his name, so I replied. And I have the utmost respect for Mr.Delaney. Our Party even has Federal Conservative MP’s has members. Hopefully they will stay members.

I’m trying my absolute hardest, to keep members from fleeing our Party, as the Hanni-McLeod gong show, tours Vancouver and storms the legislature.

Alway’s on the highroad, Alan Clarke President British Columbia Conservative Party.

P.S. “TRUE CONSERVATIVE” Did you no that Mr.Wilf Hanni & our esteemed Chief Electoral Officer, Mr. Harry Neufeld deregistered a BCCP 66 Member & Directors BCCP Constituency Association, Vernon Monashee Electoral District. That’s Party building by 101 by Wilf Hanni. Every time Hanni makes a move, Campbell jumps for glee! Wake up and smell the roses if your truly a “TRUE CONSERVATIVE” or is it “TRUE LIBERAL”?

As a person with intimate knowledge of this sour grapes tirade by Hanni and True Conservative I wonder why it was necessary to block 56 members from attending the Kamloops coronation of Hanni’s hand picked puppets. God help all of us if people like Hanni ever get into an elected position. His first order of business would be to declare himself “ELECTED PERSON FOR LIFE”. For those of you who will follow this court case it will become clear that Hanni and his crew used deciept and deception to achieve their retention as the now deposed board of directors. It was only through the checks and balances contained in the Societys Act that this charade was stopped. There is no seperation between the Society and the Party they are one and the same.

They certainly did well despite all of the attempts to usurp the legitimate Board of Directors of the Party.

Dear Joe Conservative or True Conservative or what ever you call yourself this week. Did you know that the former President of the BCCP once ran for the BC Liberals! No one that I know of on the current BCCP board is or has been a member of the BC Liberal Party. Wayne Magrath is the only Liberal claiming to be a Conservative that I know of. Please let the other 4 people who read this obscure web site know who the undercover Liberals are in the Legal board. We can only hope that the courts rule before the spring election. Is there no one in your camp that has any wish to stop this charade of pretending Hanni is the leader or that Gill Picard is anything more than a bitter dejected malcontent? How about holding a meeting of all the members, not just those chosen by you,and let them decide who is the real board? Oh, I forgot you and your good old boys network can’t allow that because in the words of Wayne Magrath, WE WOULD BE VOTED OUT. If you do not have a plan to unite this party then I suggest your mindless tirades be kept within the confines of the phone booth that you hold your meetings in! When and if you ever want to discuss a solution to this mess you have created I suggest you humble yourselves and contact Al Clarke and open discussions to unite ALL TRUE CONSERVATIVES not just those that think like you because sooner or later you will have no one left.

I certainly agree with you in hoping the courts rule before the spring election. It will mean that your sorry asses will be kicked and you’d all be out in the cold. Then the people that REALLY care about this province can forge ahead to make the changes that would benefit all British Columbians.

There is no need to hold a meeting to determine who the real board is – that’s already been established and it’s most certainly not your group. Nor is there any doubt as to who the Leader is of the British Columbia Conservative Party. His name is Wilf Hanni. It’s not Barry Chilton who is a bitter individual who was rejected as Leader and cannot or will not accept it.

If you were truly sincere about wanting to unite ALL TRUE CONSERVATIVES and making nice, you might get some interest. However, given your history nobody believes, or trusts anything that comes out of your mouth!

Many people don’t understand why you and the rest of your following are continuing with these diatribes. None of you are really concerned about the future of British Columbia. The only reason you want control is so that you can satisfy your own selfish desires. That’s not being true conservatives, that’s just being plain greedy! You’re no better than what’s running the province right now. Perhaps you should join forces with him. He’d like you!
